As per HR 515, the Angel Watch Center is to “transmit advance notice of sex offender travel to a destination country. It must comply with certain procedures, collect specified data, and establish a process to receive, review, and respond to individual complaints of erroneous notifications.”  The Angel Watch Center has not established “a process to receive, review, and respond to individual complaints of erroneous notifications.”    I suggest all registrants and their family members complain directly to Angel Watch superiors in ICE their concerns with the implementation of IML and share travel experiences and simply make your complaints know.  Here are some contacts:

Oppose U S house bill  H.R. 1188 which passed in the House and on 05/23/2017 was received in the Senate and Read twice and referred to the Senate Committee on the Judiciary where it still is today Jan 1, 2018.


Grassley's counsel Evelyn Fortier is hoping to get the bill moving soon. Not a lot of time to raise issues with her and other offices. Originally, Evelyn did not seem interested in this bill but Grassley may now want to push it, because he recently re-introduced the bi-partisan Sentencing Reform and Corrections Act. The AWA reauth bill may be a way to give Grassley cover that he "is tough on crime."


The counsel for Rep Goodlatte (House Judiciary Cmte Chair) Meg Barr is only open to "minor tweaks" to the House bill (if the Senate passes the bill the House and Senate will have to agree to a final version of the bill). However, Evelyn Fortier is interested in (open to) adding a provision that would codified the 2016 juvenile registration guidelines, which NCLR supported. The guidelines give states more flexibility in determining whether juveniles must register for covered offenses under AWA. It remains unclear if adding the 2016 guidelines to the bill is acceptable to Meg.


The "minor tweak" test can be a significant barrier to getting any additional changes made to the Senate version of the bill, because Evelyn does not want to add anything that Meg Barr does want in the bill.


The National Center for Missing and Exploited Children (NMEC) supports the House bill and is not encouraging changes to the House bill.


President Trump announced he will appoint Laura Rogers who was the first SMART Office Director. She is a hardliner which means she may move to rescind the juvenile supplemental guidelines (2011 and 2016). Codifying the guidelines would protect them. DOJ will publish a notice for proposed rulemaking related to sex offender registration next year.

Anyone convicted of a crime involving sex may be put on a public registry. At a conference on sex offender laws Vicky Henry, president of Women Against the Registry- WAR, tells of the horrendous consequences of the registry for the registrant and their family. There is no benefit to the society from the registry but quite the opposite.

One thing I realized is that behind every sex crime (or any crime) is a back-story that’s more complex than can be read on the registry. People do bad things, make poor decisions, but that doesn’t make them bad people.
