There are different types of abuse. There are those that intentionally kill or torture animals, or who are engaged in dog fighting. On the other hand of the spectrum, there are pet owners who may have an inadequate doghouse..tug on the leash to harsh..or not use a leash..they may not change the kitty litter as often as they should. We wouldn't want to paint them with the same broad brush. But we will.

Just as the SOR was meant for the worst of the worst, those that have now been convicted of streaking..urinating in a public place.. prostitution..sexting.. CP.. etc. now are painted with the same broad brush.

I am a lover of all animals and missed my calling when I did not attain a D.V.M degree. I hate to see animals hurt. But if this bill is passed, this will simply be another "Feel Good" registry that will be of no help to animals..only to legislators whom will continue to pass harsher laws for their own personal gain by grooming the minds of the people.
